There's reluctance among residents living just west of International Falls to annex with the city to acquire sewer services.It's an option put forward in response to request from residents in the Papermakers area.
But Bill Westover says many people will be unable to pay for their share of the $1.1 million dollar project.
The city held a meeting to give residents more information.
The city says it won't proceed without a major of property owners supporting the idea by April 30.
