Local officials are aiming to have a memorandum of understanding in place next spring that paves the way for a district-wide strategic plan.Rainy River town councillor Gord Armstrong says there were some talks about the plan this year.
He's hoping a more formal agreement keeps the process going.
He'd like to see more concrete plans in place by the end of 2012.
